Dear Governor Walz:
In the October 25, 2021 edition of the MINNEAPOLIS STAR-TRIBUNE Newspaper, an article with the headline “IN A TINY MINNESOTA STATE AGENCY, TURNOVER HIGH, EMPLOYEES BLAME THE BOSS AND THE SUPREME COURT STEPS IN.” The article went on to delineate about “The small, powerful state agency that polices the conduct of Minnesota lawyers has been roiled for several years by internal strife, leading to an exodus of key employees and an extraordinary intrusion into its inner working by Supreme Court justices.”
Minnesota Supreme Court Chief Justice Lorie Skjerven Gildea responded to questions by the MINNEAPOLIS STAR-TRIBUNE Newspaper by stating that the ‘Oversight Board’ of the OFFICE OF LAWYER’S PROFESSIONAL RESPONSIBILITY ‘mishandled its investigation’ of Director Susan Humiston tenure saying; “…..its vote against Humiston was ‘procedurally deficient’ because the board failed to verify charges of bullying and acted with incomplete and factually inaccurate information.”
Based on my recent experience with the OFFICE OF LAWYER’S PROFESSIONAL RESPONSIBILITY, I sure can attest to, and identify with, that statement; they are sorely lacking any integrity !! (See www.hamburgminnesota.com). Chief Justice Gildea’s perception of the OFFICE OF LAWYER’S PROFESSIONAL RESPONSIBILITY is sound, well-based and ‘spot on’.
‘Dissension in the ranks’ apparently runs rampant in the state agency that is charged with upholding integrity in the legal profession in Minnesota, and is directly answerable to the Minnesota State Supreme Court; hence the reasoning behind Chief Justice Gildea’s ‘scrutiny’ of the Agency.
Upon reading the October 25th newspaper article over again, it seemed appropriate and ‘in the interest of justice’ to alert Supreme Court Chief Justice Gildea of what I have been experiencing for OVER TWO YEARS involving the ‘legal profession’ and how I discovered that my

complaint against CARVER COUNTY ATTORNEY MARK METZ and his ‘DEPUTY’ COUNTY ATTORNEY, PETER IVY was ’shelved’ by the OFFICE OF LAWYER’S PROFESSIONAL RESPONSIBILITY because of not only who the lawyers involved were, but also by the identities of the other persons involved that would be subsequently revealed !!
To aid Chief Justice Gildea in her ‘scrutinizing’ the manner in which the OFFICE OF LAWYER’S PROFESSIONAL RESPONSIBILITY has been performing its ‘function’ and to provide her with a detailed, ‘firsthand account’ of what I, as an individual who was betrayed, in concert by THREE lawyers, have experienced as a result of the very obvious ‘shortcomings’ of the OFFICE OF LAWYER’S PROFESSIONAL RESPONSIBILITY, I sent a very detailed letter to the Chief Justice outlining EXACTLY what had taken place and the identities of the PUBLIC OFFICIALS who were involved. UNFORTUNATELY, your SUPREME COURT COMMISSIONER, RITA COYLE DEMEULES, INTERCEPTED MY LETTER intended for Supreme Court Chief Justice Gildea and PREVENTED THE LETTER, which contained IMPORTANT and RELAVENT INFORMATION relating to the Chief Justice’s inquiry of the OFFICE OF LAWYER’S PROFESSIONAL RESPONSIBILITY, from being delivered to the Chief Justice !!
I DON’T believe that your COMMISSIONER RITA COYLE DEMEULES has that authority to ‘intercept’ mail intended for any member of the Court regarding a pending issue before them being considered. That simply makes no sense.
I DO believe, therefore; that COMMISSIONER RITA COYLE DEMEULES acted without authority and well beyond the scope of her responsibility and should be held accountable for her inappropriate action(s).
To summarize what has taken place and so that Chief Justice Gildea and the other Members of the Supreme Court can know the ‘deficiencies’ of a state agency for which it is responsible, I provide you with the following facts and information; virtually ALL EVIDENCE and DOCUMENTS are available on a very comprehensive Website that I’ve spent HUNDREDS OF HOURS designing and updating; available at www.hamburgminnesota.com.
First, in approximately October 2019, I learned of a lawsuit brought against the City of Hamburg; where I have lived since March 2007.
Second, I made a very simple request to the City of Hamburg for a copy of the lawsuit against the City, where I live and own property on which I pay taxes. (The lawsuit was ‘served’ on the City on July 31, 2019 by a Carver County Deputy Sheriff.)
I was advised by the CITY CLERK/TREASURER that the CITY ATTORNEY would have to be ‘consulted’ before any (PUBLIC) information could be released. This began a conspiracy

of HAMBURG PUBLIC OFFICIALS; obviously as an attempt to deny me access to the (PUBLIC) information contained in the lawsuit against the City of Hamburg.
Third, a few days later, I received an OFFICIAL CITY DOCUMENT from the City of Hamburg, STILL REFUSING to provide me with (PUBLIC) information and INTENTIONALLY (FALSELY) stating that ‘the case had been filed’ with the Carver County District Court in Chaska, and that I could obtain a copy of the lawsuit from the Court.
Numerous subsequent contacts with the Carver County District Court CLEARLY REVEALED that the lawsuit had NOT been ‘filed with the Court’ as the City of Hamburg had previously (FALSELY) stated; and that the Court had NO RECORD of ANY type of litigation or other legal matter involving the City of Hamburg.
So now, we have a CITY CLERK/TREASURER that has CONSPIRED with the CITY ATTORNEY, who are BOTH PUBLIC OFFICIALS, and who have been caught LYING, preparing an OFFICIAL CITY DOCUMENT that KNOWINGLY CONTAINS FALSE INFORMATION and WITHHOLDING PUBLIC INFORMATION from a City TAXPAYING PROPERTY OWNER.
By their actions described above, the HAMBURG CITY CLERK/TREASURER and the HAMBURG CITY ATTORNEY have BLATANTLY VIOLATED MINNESOTA STATUTE 609.43; MISCONDUCT OF PUBLIC OFFICER OR EMPLOYEE.
When other HAMBURG CITY OFFICIALS; the MAYOR and the four CITY COUNCIL MEMBERS were alerted to what has taken place with the CITY CLERK/TREASURER and CITY ATTORNEY, they TOOK NO ACTION !!
INSTEAD, the HAMBURG MAYOR and the HAMBURG CITY COUNCIL VOTED TO APPROVE A 4% SALARY INCREASE for the upcoming year for the CITY CLERK/TREASURER and VOTED TO APPROVE A ONE YEAR CONTRACT RENEWAL of the CITY ATTORNEY !!
Similar SALARY INCREASES for the HAMBURG CITY CLERK/TREASURER and similar CONTRACT RENEWALS for the HAMBURG CITY ATTORNEY were likewise APPROVED for SUCCEEDING ONE YEAR PERIODS !!
By wholly ignoring and not acknowledging the illegal acts and conduct of the HAMBURG CITY CLERK/TREASURER and the HAMBURG CITY ATTORNEY in VIOLATION of MINNESOTA STATUTE 609.43; MISCONDUCT OF PUBLIC OFFICER OR EMPLOYEE and not initiating any action whatsoever, HAMBURG PUBLIC OFFICIALS FAILED IN THEIR FEDUCIARY (and other) RESPONSIBILITIES to the residents of the City of Hamburg and ALSO BLATANTLY VIOLATED MINNESOTA STATUTE 609.43; MISCONDUCT OF PUBLIC OFFICER OR EMPLOYEE.

But, it gets EVEN WORSE !!
After witnessing what was taking place with the HAMBURG CITY OFFICIALS and realizing that it probably would continue unabated, I made the conscious decision to contact CARVER COUNTY ATTORNEY MARK METZ and alert him as to what was taking place in the City of Hamburg by its PUBLIC OFFICIALS. I sent an e-mail to METZ on December 20, 2019 that he NEVER ACKNOWLEDGED, and he DIDN’T RESPOND to my e-mail message to him.
Meanwhile, I continued to ‘investigate’ what was taking place in the City, who was involved, what they were doing and kept collecting appropriate evidence and information.
On March 3, 2020, I sent a multi-page letter, complete with all of the supporting evidence and documentation that I had amassed over the past several months, to CARVER COUNTY ATTORNEY METZ basically inquiring what his intentions were about what I had/was reporting to him regarding HAMBURG PUBLIC OFFICIALS INTENTIONALLY VIOLATING MINNESOTA STATUTE 609.43; MISCONDUCT OF PUBLIC OFFICER OR EMPLOYEE.
Needless to say, CARVER COUNTY ATTORNEY MARK METZ TOTALLY IGNORED and DID NOT ACKNOWLEDGE, my March 3, 2020 letter to him and all of the SUPPORTING DOCUMENTATION enclosed therewith.
A SECOND SIMILAR LETTER was also sent to CARVER COUNTY ATTORNEY MARK METZ on June 10, 2020 that also went UNANSWERED !!
That’s a TOTAL OF THREE COMMUNICATIONS reporting MISCONDUCT OF PUBLIC OFFICIALS in the CITY OF HAMBURG sent to CARVER COUNTY ATTORNEY MARK METZ, that he TOTALLY and COMPLETELY IGNORED !!

Finally, on Saturday, June 27, 2020, SIX MONTHS AFTER MAKING MY FIRST OF THREE REPORTS, I received a letter from ‘DEPUTY’ CARVER COUNTY ATTORNEY PETER IVY advising me that the CARVER COUNTY ATTORNEY’S OFFICE was NOT going to take any action because 1) NO PROBABLE CAUSE exists (EVEN THOUGH I have submitted ‘MOUNTAINS OF EVIDENCE’ to the contrary) and because 2) The CARVER COUNTY ATTORNEY’S OFFICE has NO AUTHORITY TO INVESTIGATE ALLEGED CRIME !!
Of course, this letter and the ENTIRE RESPONSE (or lack thereof) of the CARVER COUNTY ATTORNEY’S OFFICE was just a ‘smokescreen’ to ‘shield’ those PUBLIC OFFICIALS INVOLVED from PROSECUTION FOR THEIR CRIMINAL ACTS because of WHO THEY ARE and/or the PUBLIC OFFICE THEY HOLD !!
‘GOOD OLD BOYS CLUB’; 101. No; CORRUPTION 101 !!
Complaints that I filed with the OFFICE OF LAWYER’S PROFESSIONAL RESPONSIBILITY were a HUGE WASTE OF TIME. The resultant ‘COVER UP’ that was able to be perpetrated and took place by THOSE TYPES OF LAWYERS INVOLVED that the OFFICE OF LAWYER’S PROFESSIONAL RESPONSIBILITY is SUPPOSED TO PROTECT CITIZENS from, as well as well as the unscrupulous acts of unethical lawyers being paid with TAXPAYER DOLLARS. It’s REALLY DISGUSTING !!

What’s taken place coupled with the ‘details’ that I’ve uncovered, sends a clear message to me, and my fellow Minnesotans, that the ‘judicial system’ is seriously flawed when it comes to PUBLIC OFFICIALS and can be easily manipulated by those it’s supposedly designed to ‘ferret out’.
MINNESOTA ATTORNEY GENETRAL KEITH ELLISON certainly ‘marches to the beat of a different drummer’ and is ALSO a huge part of the ‘problem’ I’m describing because of his LACK OF RESPONSE after calling, to HIS attention, what has taken place. But, I also realize that because he is his own an elected official, you, and your Office, have no ‘jurisdiction’ over how Ellison behaves or misbehaves or his reprehensible actions; as described on my Website. I am fully aware of how ‘mean and nasty’ a few of our elected Officials at the Capitol can be toward you and your staff; trying to ‘oust’ the very knowledgeable and dedicated Jan Malcolm is a classic example.

lieu of contacting the elected Officials of the Minnesota House of Representatives and the Senate first, I am calling on you, first; to right the injustices that I’ve called to your attention; as outlined in this letter, in the letter sent to Chief Justice Gildea that was apparently intercepted and ‘deep sixed’ by your COMMISSIONER OF THE SUPREME COURT RITA COYLE DEMEULES, and the information contained on my Website at www.hamburgminnesota.com.
Our GREAT state simply can NOT have PUBLIC OFFICIALS that LIE, FABRICATE OFFICIAL DOCUMENTS that CONTAIN INTENTIONALLY FALSE INFORMATION, WITHHOLD PUBLIC INFORMATION, INTENTIONALLY VIOLATE STATE LAWS THAT DICTATE THEIR CONDUCT, BEHAVIOR, RESPONSIBILITIES and RESPONSES to them and are of the ‘mindset’ that they are ABOVE THE LAW !!

Those type of PUBLIC OFFICIALS, be they local, county or state; elected or appointed, MUST be swiftly dealt with and HELD ACCOUNTABLE FOR THEIR ACTIONS like any other citizen that ‘breaks the law’ is dealt with. If they must GO TO JAIL, THEN SO BE IT !!

I have not received any acknowledgement, nor any response, to my letter sent to you on January 25, 2022 regarding what is taking place involving the PUBLIC OFFICIALS of the CITY OF HAMBURG as well as within the CARVER COUNTY ATTORNEY'S OFFICE.
When MISCONDUCT OF PUBLIC OFFICER OR EMPLOYEE (Minnesota Statute 609.43) is alleged, (as it is in this case involving the HAMBURG CITY CLERK/TREASURER and the 'contract' HAMBURG CITY ATTORNEY), it is the OBLIGATION and the RESPONSIBILITY of the HAMBURG MAYOR and/or HAMBURG CITY COUNCIL MEMBERS to initiate an immediate investigation into the allegations of the PUBLIC OFFICIALS involved.
But, because of their arrogance and the 'perceived immunity' of those HAMBURG PUBLIC OFFICIALS involved, that NEVER HAPPENED !!
It is ALSO a REQUIREMENT of MINNESOTA STATUTE 628.61 Subdivision 3 for the COUNTY ATTORNEY of the affected County to empanel a Grand Jury and inquire "....into the willful and corrupt misconduct in office of all public officers in the county."
The cited statute is crystal clear; there is NO ROOM for 'discretion' or 'misinterpretation' by the PUBLIC OFFICIALS of the CARVER COUNTY'S ATTORNEY'S OFFICE !!

Having experienced ABSOLUTE, COMPLETE and TOTAL FAILURE of the CRIMINAL JUSTICE SYSTEM that is designed to HOLD EVERYONE ACCOUNTABLE FOR THEIR 'MISDEEDS', the next logical Agency to contact was MINNESOTA ATTORNEY GENERAL KEITH ELLISON.
Sadly, like the other PUBLIC OFFICIALS involved, ELLISON, TOO; was equally as disinterested' in HOLDING PUBLIC OFFICIALS ACCOUNTABLE because of WHO THEY ARE and the identities of additional persons who would be subsequently identified !!

What I have uncovered over the past two and one-half years taking place, is a 'handful' of 'rogue' PUBLIC OFFICIALS in our state who CLEARLY believe that they are ABOVE THE LAW, they DON"T believe that they have to COMPLY with the laws of Minnesota or the 'common decency' standards of society and, using their political power and position, are FREE TO DO, UNCHECKED; whatever they wish UNCHALLENGED !!
ALL of them are an EMBARASSMENT to the great state of Minnesota and is many fine residents who live, learn work and visit Minnesota.
WE DESERVE BETTER !!
My VERY LIGITIMATE COMPLAINTS of MISCONDUCT and CORRUPTION of/by PUBLIC OFFICIALS has been, up to now, was wholly disregarded because of those PUBLIC OFFICIALS INVOLVED and the POSITION that THEY HOLD.

As our Governor in your first term, you and your entire staff, have done, in my opinion, an EXEMPLARY JOB in managing, and dealing with, the Covid-19 pandemic. In the VERY FIRST DAYS of the pandemic, as well as up to the present time, I overwhelmingly supported you, and the efforts of your staff. Again, in my opinion, NOBODY could have formulated an advance, or spontaneously place into motion, a 'game plan' for what is a 'once in a lifetime' occurrence, as well as you did and have done.
As our Governor in your first term, you were also forced to deal with the George Floyd killing and the resultant, devastating consequences of the unruly and uncivil disobedient actions of hundreds of 'angry mobs'; hell bent on destroying our beautiful cities and state. And then, there was the actual trial.
On the heels of those events, we then had the Kimberly Potter shooting and subsequent trial.
Governor Walz, you have dealt with all of these tragedies, events and misfortunes in a very admirable manner.
While 'crooked' PUBLIC OFFICIALS may pale in comparison to the life and death matters you've been forced to deal with during the past three years, they are a serious 'blemish' on our great state, and you CAN'T 'turn a blind eye;' to the serious, unethical, illegal, corrupt and unconscionable actions of a few 'misguided' PUBLIC OFFICIALS who receive TAXPAYER DOLLARS and use their position and influence to mete out justice as THEY deem fitting and proper because of the identity or status of the 'perpetrators'; REGARDLESS of what the MINNESOTA STATUTES dictate.
And; REQUIRE !!
Those types of actions of a few 'rogue' PUBLIC OFFICIALS described in this, and my January 25th letters, seriously bring into question, the honesty and integrity of YOU, LIEUTENANT GOVERNOR FLEMMING and the many fine members of your staff; specifically JAN MALCOLM, KRIS EHRSMANN, DEED COMMISSIONER STEVE GROVE, DIRECTOR OF HOMELAND SECIURITY JOE KELLY and all the rest of your dedicated staff.

somewhat INSULTING that you chose to TOTALLY IGNORE the content of my seven page January 25th letter seeking your assistance in holding your fellow PUBLIC OFFICIALS ACCOUNTABLE for their deleterious actions and misgivings.
That insult is further compounded by the constant, never-ending barrage of e-mails that I continue to receive seeking my 'financial support' to your re-election campaign. As I'm writing this second letter to you, I just received yet another e-mail from your campaign; this time announcing that the "Republican PAC just launched the first attack ad of the year' against you and announcing a "48 Hour Rapid Response Goal of $20,000.0!" !!
In view of the facts outlined in my January 25, 2022 letter and this current letter to you, I respectfully call upon you to use the full force and authority, as the HIGHEST RANKING and MOST POWERFUL ELECTED OFFICIAL in Minnesota, to order a complete, thorough, unbiased FORMAL CRIMINAL INVESTIGATION of what's taken place and the actions of the PUBLIC OFFICIALS involved.
Because MINNESOTA ATTORNEY GENERAL KEITH ELLISON is ALSO implicated, it would seem that directing ANY state agency, including the MINNESOTA BUREAU OF CRIMINAL APPREHENSION to conduct a 'full scale' investigation falls under the category of a 'conflict of interest'.
Rather, it would seem more appropriate and proper for you to request a FEDERAL agency to get involved; i.e. the Minneapolis Office of the FEDERAL BUREAU OF INVESTIGATION or the Minneapolis OFFICE OF THE UNITED STATES ATTORNEY to totally investigate the sinister and corrupt actions of the PUBLIC OFFICIALS of the CITY OF HAMBURG, the CARVER COUNTY ATTORNEY'S OFFICE as well as MINNESOTA ATTORNEY GENERAL KEITH ELLISON, for their dereliction of duty; REQUIRED by the cited MINNESOTA and other appropriate STATUTES, and as cited in the MINNESOTA RULES OF PROFESSIONAL CONDUCT and the MINNESOTA GRAND JURY HANDBOOK.
Our state can NOT have PUBLIC OFFICIALS that feel they are ABOVE THE LAW and NOT ACCOUNTABLE for their devious, dishonest actions and misconduct. It reflects poorly on our ENTIRE state, its residents and you, personally; as the 'CHIEF EXECUTIVE' of the state of Minnesota.
I really don't care that you and MINNESOTA ATTORNEY GENERAL KEITH ELLISON are both 'democrats'. I ALSO don't care that 2022 happens to be an 'election year'.
It is time to 'PUT THE POLITICS ASIDE' and direct the appropriate federal agency to begin is 'in depth', unbiased investigation into the sinister, intricate, inter-woven and despicable actions of that 'handful of PUBLIC OFFICIALS who sincerely believe they can surreptitiously 'cheat the system'.

They can't !! I WON'T allow that to happen.
If you, as our state's Governor, feel that you can't initiate and take appropriate action to bring these few miscreants to justice with the appropriate accountability (which Minnesotans are unquestionably due) as a result of their heinous and selfish acts as (supposedly trusted) PUBLIC OFFICIALS, how you can expect me, or any other Minnesota resident, to pledge my/our financial, personal or my weekly Internet Show and various Websites, support to your reelection efforts ??
How would it 'look' on your Resume'; your knowing that there was CORRUPTION OF PUBLIC OFFICIALS taking place 'on your watch'; yet, you DID NOTHHING ABOUT IT ?? That would SURELY 'cinch your fate' as a 'one term Governor' !
I await your response and to learn of your intended actions in this very serious matter of PUBLIC CORRUPTION which, according to their Website, is ".....the FBI’s top criminal investigative priority, (because it) poses a fundamental threat to our national security and way of life" !!

OVERVIEW
The Bureau’s Public Corruption program focuses on:

along the nation’s borders and points of entry in order to decrease the country’s vulnerability to drug and weapons trafficking, alien smuggling, espionage, and terrorism. In 2008, the FBI created the International Corruption Unit (ICU) to oversee the increasing number of investigations
involving lobal raud against the U.S. government and the corruption of federal public officials outside of the
continental U.S. involving U.S. funds, persons, businesses, etc. The ICU’s tasks include:
Overseeing the Bureau’s Foreign Corrupt Practices Act (FCPA) and antitrust cases; maintaining operational oversight of several International Contract Corruption Task Forces, which investigate and prosecute individuals and firms engaged in bribery, illegal gratuities, contract extortion, bid rigging, collusion, conflicts of interest, product substitution, items and/or services invoiced without delivery, theft, diversion of goods, and individual and corporate conspiracies on every level of U.S. government operations.
No other law enforcement agency has attained the kind of success the FBI has achieved in combating corruption. This success is due largely
to the cooperation and coordination from a number of federal, state, local, and tribal law enforcement agencies to combat public corruption.
These partnerships include, but are not limited to the Department of Justice, Agency Offices of Inspector General; law enforcement agencies’ internal
