Rachel Tollefsrud, an Assistant Carver County Attorney;
is the apparent 'newbie' in the Carver County Attorney's Office who is 'PROSECUTING'  this FRIVOLOUS CRIMINAL CASE brought against the Trebesch family by the CITY OF HAMBURG. While Ms. Tollefsrud, by her own admission; 'really doesn't want this case to go to court', she's now resorted to a feeble attempt to orchestrate (plea bargain) some sort of 'compromise' between the CITY OF HAMBURG and the Trebesch family. For Ms. Tollefsrud's information, a 'compromise' is something to be used when the 'accused' has 'done something wrong'. 

CLEARLY, the Trebesch family HAS DONE NOTHING WRONG; it is the CITY OF HAMBURG that has 
GRAVELY ERRED IN THEIR WAYS, hence;
NO 'COMPROMISE', on the part of the Trebesch
 family; IS APPROPRIATE OR EVEN WARRANTED !!

When I learned of this retaliatory legal action against a former fellow HAMBURG CITY COUNCIL MEMBER, even though I HAVE NOTHING TO GAIN RESONALLY, I took a PERSONAL INTEREST in the 'RAILROAD JOB' against the Trebesch family by the CITY OF HAMBURG. I am THOUGHLY FAMILIAR, from PERSONAL EXPERIENCE; of the DISHONESTYARROGANCEUNSCRUPULOUS ACTSMISDEEDSMISCONDUCT and CORRUPTION of
HAMBURG CITY OFFICIALS.

For WELL OVER A YEAR. I've been listening to the recorded audio of HAMBURG CITY COUNCIL MEETINGS as well as reviewing CITY COUNCIL AGENDASDOCUMNTS, etc', as well as other pertinent and relevant documents related to this matter. I believe it a fair statement for me to say that I AM THE ONLY PERSON that is FAMILIAR WITH ALL OF THE FACTEVIDENCE and 'FACETS' OF THIS CASE !!

Because of the 'DAMAGING EVIDENCE & DOCUMATION' that I HAVE UNEARTHED THAT 'FAVORS' THE TREBESCH FAMILY, as well as the ADDITIONAL SINISTER ACTS COMMITTED BY HAMBURG CITY CLERK/TREASURER JEREMY GRUENHAGEN THAT I'VE UNCOVERED, the attempts by the prosecuting  attorney to 'SUPPRESS RELEVANT EVIDENCETHAT FURTHER BENEFITS THE TREBESCH FAMILY THAT I'VE FURTHER DISCOVERED, the 'prosecution' DOESN'T WANT ME TO TESTIFY AT TRIAL because of the 'EXPLOSIVE NATURE' of the information
 that I have, being revealed !!

In fact, I WAS PRESENT when Mr. Trebesch's attorney was speaking by telephone with Mr. Trebesch about an upcoming Court hearing. During that brief conversation, one of the SPECIFIC COMMENTS that 'caught my attention was when Mr. Trebesch's attorney TOLD HIM SPECIFICALLY that he DIDN'T WANT ME PRESENT DURING ANY OF THE COURT APPEARANCES OR HEARINGS !! 

Hearing Mr. Trebesch's attorney telling him that, coupled with all of the other SINISTER DEEDS & ACTIONS by the CITY OF HAMBURG that the TREBESCH FAMILY HAS BEEN SUBJECTED TO
and FORCED TO ENDURE for NEARLY A YEAR; only RAISED MY SUSPICIONS FURTHER and CONVINCED ME that THERE WAS NO WAY THAT THE TREBESCH FAMILY COULDor WOULDMR. TREBESCH COULD oWOULD, GET A 'FAIR TRIAL' !!

THE FACTS OF THIS CASE ARE IRREFFUTABLE: Three parcels of (unwarranted) concern by the CITY OF HAMBURG, were purchased approximately forty years ago when the parcels were in YOUNG AMERICA TOWNSHIP. Somehow, and the CITY OF HAMBURG (after about SIX REQUESTS) REFUSES TO PROVIDE HOWWHEN or by WHO; the parcels were annexed into the CITY OF HAMBURG. Once the three parcels then became part of the CITY OF HAMBURG, various Ordinances were passed by the CITY OF HAMBURG that MAY have affected the three parcels, but because the three parcels were owned by the Trebesch family at the (unknown) time of annexation, any Ordinances that were, or may have been passed  AFTER the Trebesch purchase, WOULD NOT BE APPLICABLE, or APPLY TO; the three parcels because of them being classified as 'grandfathered' property' !!

Ironically, the HAMBURG CITY COUNCIL has PUBLICLY AGREED that PARCEL 1 and PARCEL 2,  WERE, IN FACT; 'GRANDFATHERED' PARCELS and AGREES, that indeed; THE CITY HAD/HAS NO JURISDICTION OVER THE PASTCURRENT or (within reason) FUTURE USE OF THOSE TWO PARCELS !! WHY the Assistant Carver County Attorney INSISTS on 'incorporating' Parcels 1 and 2 into a NEBULOUS and UNNECESSARY 'compromise', MAKES ABSOLUTELY NO SENSE and, based on the position' of the HAMBURG CITY COUNCIL STATED ABOVECONSTITUTES HARASSMENT OF THE TREBESCH FAMILY !!  

Further, because of the PUBLIC STATEMENT of the HAMBURG CITY COUNCIL UNDERSTANDING and AGREEMENT, the RIGHTOUS and HONORABLE ACTION FOR the Assistant Carver  County Attorney to takeas the REPRESENTATIVE of the CITY OF HAMBURG, would be to REQUEST THE COURT to DISMISS, WITH PREJUDICE, the CITATIONS FOR PARCEL 1 and PARCEL 2 !! The Assistant Carver County Attorney SHOULD DO THAT as a 'SHOW OF GOOD FAITH' by the CITY OF HAMBURG

As for Parcel 3, the CITY OF HAMBURG and its 'agent' BOLTON-MENK; have STEADFASTLY REFUSED TO PROVIDE PERTINENT and RELEVANT INFORMATIONREQUESTED NUMEROUS
TIMES; regarding the details of that single parcel !! Based on ALL OF THE AVAILABLE FACTS, NO 'COMPROMISE' IS INDICATED !! What do you suppose the Assistant Carver County Attorney's 'logic' is for UNREASONABLY asking, or expecting; the Trebesch family to agree to ANY 'compromise' WITHOUT HAVING ALL OF THE IMPORTANT FACTS & INFORMATION OF THE CASE ??

Even MORE IMPORTANT, how do you think the Court will respond when it learns that the CITY OF HAMBURG IS GUILTY OF 'SPOLIATION(WITHHOLDING EVIDENCE; see below) because it is INTENIONALLY, WILLFULLY and with MALACE AFORTHOUGHTWITHHOLDING EVIDENCE AND INFORMATION THAT IS DETRIMENTAL TO THE PROSECUTION'S CASE because it GREATLY BENEFITS the DEFENDANTS !! 

SPOLIATION - WITHHOLDING EVIDENCE 

"Spoliation withholding evidence refers to the intentional, reckless, or negligent destruction, alteration, or concealment of evidence relevant to a legal proceeding. This act deprives a party, of information needed to prove their claims or defenses; potentially harming their ability to receive/present a fair trial. Courts may impose sanctions to remedy the harm caused by the loss of evidence and deter future misconduct. To prove spoliation, a party must demonstrate the evidence was destroyed, concealed, or altered, breaching the preservation duty, and that the loss caused prejudice by impairing their ability to prove their case."

How do you think the court will respond when it learns that the CITY OF HAMBURG IS GUILTY OF DOCUMENTED 'DILATORY TACTICS because of the WILLFUL, INTENTIONAL and CONTINUAL ABUSE OF 'CONTINUANCES'; thereby 'DELAYING' THE COURT PROCEEDINGSwith the MALICIOUS INTENT, to INCONVENIENCE and HARRASS THE DEFENDANTthereby REQUIRING HIM TO INCUR ADDITIONAL LEGAL FEES ??

"The City does not have a responsibility to simply answer all questions as you have posed them in your correspondence dated May 29, 2024, unless the answer to the questions can be found in municipal data. “Government data” does not include unrecorded mental impression of government employees or city council members. Keezer v. Spickard, 493 N.W.2d 614 (Minn. Ct. App. 1993). 

As stated by the Court of Appeals, “we cannot believe the legislature intended the term ‘government data,’ to be literally interpreted to include unrecorded data that exists only in a human brain. 

Interpreting ‘government data’ to include mental impressions formed by public employees during the course of employment would lead to absurd results.” 493 N.W.2d at 617."

Hamburg City Clerk/Treasurer Jeremy Gruenhagen to do so?

In checking the MINNESOTA COURT RECORDS ON-LINE 
(MCRO) Website, I learned that December 5, 2025, the CARVER COUNTY ATTORNEY'S OFFICE, as the 'prosecuting authority' of this case against the Trebesch family, filed a "NOTICE OF MOTION AND MOTION IN LIMINE" seeking to RESTRICT CERTAIN PERTINENT FACTS & INFORMATION FROM BEING ENTERED INTO EVIDENCE THAT BENEFIT THE DEFENDANT !!

Now, I DON'T profess to be a lawyer, but I DO profess to having 'common sense' and the benefit of dealing with society, for eight-two years. And, like most people, "WHEN I SMELL A RATI SMELL A RAT" !! 

HOWEVER, I've been in the Courtroom of the Judge assigned to preside over this case. I have every confidence and firmly believe that the Judge will 'see through' the 'THINLY VEILED FABRICATED GUISE' of FRAUD UPON THE COURT that is being attempted by the CITY OF HAMBURG and the CARVER COUNTY ATTORNEY'S OFFICE.

Lawyers have a tactic that is referred to as 'legal gymnastics' that typically involves intricate legal strategiesinterpretations, and procedural maneuvers that parties may employ to achieve favorable outcomes in legal disputes or to avoid liability. This term can encompass a wide range of actions, from drafting convoluted contracts to navigating legal loopholes. 

In this case, it appears to me; that the ASSISTANT CARVER COUNTY ATTORNEY prosecuting this case is attempting to 'muddy the waters' and make this case much more complex than it really is.

According to MCRO, the judge hasn't ruled on the motion made by the ASSISTANT CARVER COUNTY ATTORNEY, but that may have something to do with the original request by the Defendant for a 'jury trial' that was modified to now be a 'bench trial'.

 law enforcement to  obtain a  warrant for  arrest or search, as mandated

There was $1,400.00 WORTH OF CRIMINAL DAMAGE done to the City's electronic sign in Bi-Centennial Park, another $1,100.00 WORTH OF CRIMINAL DAMAGE done to the City's basket ball court as well as NUMEROUS INCIDENTS OF VANDALISM done to the HAMBURG SERVICE MEMORIAL and elsewhere within the City that were 'kept secret'. HAMBURG CITY CLERK/TREASURER JEREMY GRUENHAGEN REFUSED TO PROVIDE ME, (a TAXPAYING, PROPERTY OWNER and CITY RESIDENT); 
with  ANY (PUBLIC) INFORMATION ABOUT THE INCIDENTS !!

SABOTAGE OF THE HAMBURG FIRE TRUCKS !!

When not 'in service' or on a call, it is a COMMON PRACTICE for fire trucks and other emergency equipment to be connected
 to an external power source to keep the vehicle's batteries fully charged so that when the Fire Bell rings or the pagers 'alert'; the equipment is 'ready to go'. In the case of LARGER vehicles, like fire trucks and other equipment having 'air brakes', air hoses from air compressors in the fire station are connected to the emergency vehicles so that full air pressure is always available on the trucks, instead of having to start the trucks (that have their own air compressors) and wait for the air pressure to 'build up' before 'leaving' the station. 
PROMPT EMERGENCY RESPONSE BY EMERGENCY
PERSONNEL IN THEIR EMERGENCY VEHICLES IS CRITICAL !! 

In LESS THAN 30 SECONDS, a small flame can turn into a MAJOR FIRE !! Because a fire DOUBLES IN SIZE EVERY THIRTY SECONDS, it only takes minutes for thick black smoke to fill a house or for it to be engulfed in flames. Similarly, a person that has stopped breathing, can DIE or suffer SERIOUS CONSEQUENCES in as little as FOUR to SIX MINUTES if the oxygenated blood flow to their brain is stopped or impeded !! And, depending on the type and location of a wound, large amounts of blood loss can cause a person to go into 'shock' and even BLEED TO DEATH !!

If emergency equipment, including Hamburg's Fire Trucks and other emergency vehicles can't IMMEDIATELY LEAVE THE STATION when the Firefighters and other 'Emergency Responders' arrive because a trucks battery
 is 'dead' or they have to wait for the air pressure in the truck to 'build up', this SERIOUSLY DELAYS THE RESPONSE TIME of WELL TRAINED and HIGHLY EXPERIENCED MEDICAL PERSONNEL getting to the
 scene of the emergency and begin life saving measures or fire extinguishing procedures and techniques, can have DISASTEROUS CONSEQUENCES !!

As soon as 9-1-1 is called, that 'STARTS THE CLOCK TICKING' and the FATE OF THE PERSON IN DISTRESS, be it from a CAR ACCIDENT, a HEART ATTACK, a FALL, a SUDDEN COLLAPSE or any other MEDICAL EMERGENCYRESPONSE TIME IS CRITICAL !!

When I was a member of the Hamburg City Council, we were made aware that 'SOMEONE' HAD BEEN IN THE HAMBURG FIRE STATION and was surreptitiously DISCONNECTING THE BATTERY CHARGERS, and the COMPRESSED AIR HOSES, FROM HAMBURG'S FIRE TRUCKS !!

Not only was this CRIMINAL  ACT that DELAYED the ever important RESPONSE TIMES, it was also PUTTING DEDICATED HAMBURG FIRE FIGHTERS AT RISK !!

Because of the SERIOUS NATURE of this HEINOUSCRIMINAL ACT and as a FORMER LAW ENFORCEMENT OFFICER, I WANTED the City to MAKE A REPORT to the CARVER COUNTY SHERIFF'S OFFICE and determine WHO WAS RESPONSIBLE. for these DEVIOUS and CRIMINAL ACTS !! This 'discussion' took place during one of Hamburg's INFAMOUS, and SUPERFLUOUS, 'CLOSED' City Council meetings and several 'names' were bandied around. 

Approach this situation from a 'logical' standpoint; (which the Hamburg City Council FAILED TO DO):

Let's look at the persons that had/have unlimited access to the Hamburg Fire Station and Hamburg City Hall and also look at M.O.A.MOTIVEOPPORTUNITY and ACCESS

First; I know from FIRST HAND EXPERIENCE (THREE TIMES), that the members of the Hamburg Fire Department are dedicated and professional Hamburg Firefighters and Rescue Personnel. NONE of them are going to 'sabotage' their own Department or do anything to injure himself or herself or their fellow Firefighters !! 

Additionally, a Firefighter being found at an 'odd hour', alone; inside the City Hall/Fire Station complex would be deemed 'unusual' and 'suspicious', and would 'trigger' AT LEAST a report to the Hamburg Fire Chief, but more probably, a call to the CARVER COUNTY SHERIFF'S OFFICE for a THOROUGH INVESTIGATION !!

Second, while members of the HAMBURG CITY COUNCIL may have periodic 'differences' among themselves, they wouldn't 'take their differences out' on the Fire Department equipment or City personnel. That 'rules out' the City Council. Besides, the Mayor or a City Council Member being found at an 'odd hour', alone; inside the City Hall/Fire Station complex would be deemed 'unusual' and as 'suspicious' as the 'rogue' Fireman mentioned above.

I was REALLY DISTRESSED to hear HAMBURG CITY CLERK/TREASURER JEREMY GRUENHAGEN EVEN IMPLY, yet ACTUALLY BRING UP, former HAMBURG FIRE CHIEF BRAD DROEGE's name as the possible 'culprit'.

For GRUENHAGEN to RECKLESSLY BESMERCH the GOOD NAMEREPUTATION and 'TRACK RECORD' of BRAD DROEGE, an OUTSTANDINGDEDICATED RESIDENT that has DONE SO MUCH FOR THE CITY OF HAMBURG during his time as a Firefighter and NINETEEN YEARS as the City's Fire Chief, is TOTALLY LUDICROUS and ABSOULUTELY IRRESPONSIBLE !! I thought; "What a malevolent manner in which to 'misdirect' attention (from oneself) !! 

I was TOTALLY ANGERED BY GRUENHAGEN'S 'SUGGESTION'; BRAD WAS MY CLOSE FRIEND; a person who I DEEPLY ADMIRED and UNCONDITIONALLY RESPECTED !!

There's ONLY ONE OTHER PERSON that has 'M.O.A.', look for the person in the City, that also 'carries the big spoon' !!

The fact that 'The City' refused to report the tampering of the fire trucks to the CARVER COUNTY SHERIFF'S OFFICE because of who is/was suspected, troubled me a great deal, in view of all of the other 'cover ups' I've witnessed in this City, used to 'protect the guilty parties'. This was NO DIFFERENT !!

It isn't well known, and most people will be hearing about it here, in my book, for the FIRST TIME; but I met, in private, with CARVER COUNTY SHERIFF JIM OLSON when I was a CITY COUNCILMEMBER and expressed my many 'concerns' of what was taking place in the CITY OF HAMBURG by it's  PUBLIC OFFICIALS. During our ninety minute meeting, I told Sheriff (Jim) Olson him about discussion that the City Council had at a 'CLOSED' CITY COUNCIL meeting regarding the sabotage of Hamburg's Fire trucks. 

To my surprise, he told me that he 'had heard' about what took place, but, for whatever reason, (and to the best of my knowledge), he NEVER TOOK ANY ACTION !! (That, TOO, was troubling to me.)

The DEFENDANT'S ATTORNEY Also Told Us That On FEBRUARY 5, 2026 He
 FILED A MOTION WITH THE COURT TO HAVE THAT FINAL CITATION DISMISSED As Well !!

It Is INTERESTING TO NOTE That NO HAMRBURG CITY OFFICIALS ATTENDED THIS HEARING !! 

The ATTORNEYS INVOLVED now have to FILE THEIR 'BRIEFS' And Submit Them To The Court. Once Received, The Presiding Judge  Has  90 DAYS To Render His Decision Based On The Information Contained In The 'Briefs' Submitted By Both Attorneys.

THIS HAS BE TAKING PLACE FOR OVER A YEAR !!!
